'We will not bow to US pressure'- Erdogan

In a nationwide vote, just over 51% of Turkish citizens elected to change Turkey's constitution to create an executive presidency for the first time in the country's modern history. Nearly 49% voted against the change.

"Though the opposition is still disputing the final vote tallies, the Turkish public seems to have given Erdogan and the AKP [Justice and Development Party] license to reorganize the Turkish state and in the process raze the values on which it was built," Steven A. Cook, a senior fellow for Middle East &AfricastudiesattheCouncilonForeignRelations(CFR),wroteonSunday.

ThevotewasruledvalidbyTurkey'selectoralbodyonMondaymorning.ButtheOrganizationforSecurityandCooperationinEurope,whichmonitorselections,saidthatthevotewasheldonan"unlevelplayingfield"becauseofintimidationcampaignsagainst"no"voters,Erdogan'swaronthefreepress,andnon-stampedballotswhoselegitimacyhavebeencalledintoquestion.

Still,itseemsunlikelythatthereferendumwouldbeheldagain.Andmanynowfearthatitsresult—which,amongotherthings,willabolishtheofficeoftheprimeministerthatErdoganheldfor10yearsbeforebecomingpresidentin2014—willallowErdogantocontinuehisrelentlesscrackdownon"terroristsympathizers"andsuspectedfollowersofFethullahGulen.

Gulen,aPennsylvania-basedclericwhoErdoganhasaccusedoforganizingthebotchedcoupandgenerallyfomentingunrestinTurkey,hasdeniedanyinvolvement.

"Thepowersthatwouldbeaffordedtotheexecutivepresidencyarevast,includingtheabilitytoappointjudgeswithoutinputfromparliament,issuedecreeswiththeforceoflaw,anddissolveparliament,"Cookwrote.

"Thepresidentwouldalsohavethesoleprerogativeoverallseniorappointmentsinthebureaucracyandexerciseexclusivecontrolofthearmedforces."

Turkeyhasthesecond-largestmilitaryintheNorthAtlanticTreatyOrganization(NATO)andpartneredwiththeUS-ledanti-ISIScoalitioninmid-2015amidpressuretocrackdownontheterrorgroup,whichhadbeenoperatingwithvirtualimpunityonitssouthernborder.ItisunclearhowErdogan,whonowhasmorepowerandlessofaneedforlegitimacyfromtheWest,willdirectTurkey'smilitarymight.

"TheTurkishRepublichasalwaysbeenflawed,"Cooksaid."Butitalwayscontainedtheaspirationthat—againstthebackdropoftheprinciplestowhichsuccessiveconstitutionsclaimedfidelity—itcouldbecomeademocracy.Erdogan'snewTurkeyclosesoffthatprospect."

Erdogan'willhavetoactdifferentlyfromotherdictators'

Someexpertshavesaidthecloseoutcomeofthereferendumisasignalofthewidespreadanddeep-seatednatureofTurkey'sopposition.Ninemonthsintoabrutalgovernmentpurge,inwhichnearly50,000peoplehavebeenarrested,Erdoganstillfellfarshortofgarneringthekindofpopularsupporthecraves.

"ErdoganiswaryaboutthefactthathefailedinswayinghalftheTurkishelectoratehiswaydespitethebrutalcrackdownandscandalouslyunfaircampaignundernine-month-longstateofemergency,"saidAykanErdemir,aseniorfellowattheFoundationforDefenseofDemocraciesandformermemberofTurkishparliament.

"ThisiswhyhewillhavetoactdifferentlyfromotherdictatorsintheMiddleEast,andallowarelativelywidersphereofactionfortheopposition,"headded.

ErdemirsaidthatwhileTurkey'sparliamentarydemocracy"hasbeenreplacedbyone-manruleintheguiseofacentralizedpresidency,"Erdogan"stillhasalongwaytogobeforehecanobliteratefullythesecularrepublicanunderpinningsoftheregime."

SonerCagaptay,aTurkeyexpertattheWashingtonInstituteforNearEastPolicy,toldTheWashingtonPostthatErdogan'snarrowvictory"isactuallythe'best'outcome."

"IfErdoganhadlost,thiswouldhaveunleashedaperiodofinstabilityashewouldhavegoneforarerunofthevoteasmanyanalystspredictedhewould,andifhehadwonwithawidemargin,hewould'goneoffthecharts,'becomingcompletelyauthoritarian,"Cagaptaysaid.

"Now,hiswingshavebeenclippedandhehasbeenhumbled,"headded,and"thisisthecrisisofTurkeynow:ErdoganhasbecomethemostpowerfulTurk,butwhilehalfofthecountryadoreshim,theotherhalfloatheshim."

ThatrealitymeansErdogan"willhavetocontinuetolivewiththeensuinglegitimacycrisisathomeandabroad,"Erdemirsaid."HeknowsthatthereisstilllifeinTurkey'sdividedopposition,andfearsthatavisionaryoppositionleadercouldbringthedisgruntledcitizenstogetherinresistinghisautocraticrule."

TheAKP"harnessedanti-Westernismduringthe[referendum]campaigntogalvanizepublicsupportinfavorofconstitutionalreformstothepresidencythatwould,accordingtotheAKP,increasestability,staveofffuturepoliticalcrises,andreduceexternalmeddlinginTurkishaffairs,"AaronStein,aresidentseniorfellowattheRafikHaririCenterfortheMiddleEast,wrotelastweekend.

"ThismessagebuildsonarashofconspiracytheoriesleviedagainsttheUnitedStatesand,toalesserextent,Europeanstatessurroundingtheirallegedinvolvementinlastyear'sfailedcoupattempt,"Steinadded.

WhileboththeEuropeanUnionandAnkarahavekeptTurkey'sbidtojointheEUalive,itisonlifesupport,Steinsaid— and closer to death than ever.

"The truth is that electoral dynamics in both Europe and Turkey are pushing the two sides apart," he wrote.
